Owned by the Rowe family, the Busways operation can be originally traced to when Dick Rowe commenced a hire car service from Rooty Hill to Plumpton in 1942. Rowe purchased Parramatta-Villawood Bus Service in 1958 in partnership with Fred Bowman. This was followed in 1967 by Campbelltown Transit in partnership with Roger Graham and Jim Newport. By 1970, Rowe had taken full ownership of Campbelltown Transit and sold Parramatta-Villawood Bus Service in 1978. Riverstone Bus Service was purchased in 1984 and merged with Rowe's Bus Service. Higlett's Motor Coach Services, Camden was purchased in1986 and rebranded Macarthur Coaches.

The Busways name was introduced in 1988 with the rebranding of Campbelltown Transit, Macarthur Coaches and Rowe's Bus Service. This was expanded to the Central Coast with the 1990 purchase of Sargent's and followed by the 1994 acquisition of Peninsula Bus Lines. Farmborough Coaches was acquired in 1991 and Leslies, Arndell Park operations were added from late 1992. Following collapse, the operation of King Brothers was purchased in September 2003 and brought under the Busways name. This included operations in the Great Lakes and Mid North Coast areas including Grafton, Kempsey, Wauchope, Laurieton, Coffs Harbour, Port Macquarie, Yamba, Bulahdelah, Heatherbrae, Macksville and Raleigh. On the Central Coast, Yarramalong Bus Lines was acquired in 2008 and was followed by Kulnura Bus Lines in 2009.

Since 2005, Busways' services in the Blacktown area have formed part of Region 1. In October 2013, Busways took over the operation of services in the St Marys, Penrith, Windsor and Richmond areas from Hawkesbury Valley Buses and Westbus. The operation of the Campbelltown and Camden area (Region 15) was passed to Busabout in June 2014. In July 2021, Busways was announced as the new operator for Region 7 in the North Shore and Inner North West areas, taking over from the State Transit Authority on 9 January 2022. In February 2023, it was announced that Busways retained full operation of Region 1, with a new contract to commence from December 2023.
